Lee Feinstein, the Council on Foreign Relations resident United Nations scholar, says a document set to be approved at the 60th UN General Assembly is a “missed opportunity” for reforming the world body. He says, in an interview conducted by CFR, that the Bush Administration had the same attitude toward this work as the Clinton Administration—”tepid.” One other point of note in this interview is that the UN failed to define “terrorism.” If it had, says Feinstein, that “would have been an important achievement.”
